How we engage.

The discipline of substantive representation rests on a methodology — one we have refined across four decades.

Our legislative methodology rests on three propositions. First, substantive expertise in the subject matter: we do not deploy lobbyists to represent on matters they do not understand. Second, transparent engagement: every legislative engagement is registered where the law requires it and disclosed where it would not be. Third, coalition discipline: we build alliances around substantive policy positions rather than momentary tactical advantage.

Engagement model

Each legislative instruction is led by a member of the chambers and supported by counsel whose substantive practice covers the relevant subject. The team includes former federal-agency officials, former congressional staff, and policy practitioners whose institutional memory is part of the work.
